Christmas in the Philippines peaks over nine days of Simbang Gabi Masses from 16 to 24 December, then the Noche Buena family meal on Christmas Eve. The national holidays are set by Proclamation No. 1006: 24 December 2026 is a special non-working day, 25 December a regular holiday, 30 December a regular holiday and 31 December a special non-working day. The real planning problem is moving around, because much of the country travels home at once and a December typhoon can stop ferries. PAGASA's outlook of 22 October 2026 expects one or two tropical cyclones in December. We were in Manila from 8 to 10 November 2022 and in Cebu City from 6 to 7 December 2022, before Simbang Gabi began, so this page uses government, church and news sources rather than our own Christmas there.
These dates come from Proclamation No. 1006, signed in September 2025. A regular holiday is the stronger of the two types, but both close government offices, and banks and many businesses follow.
The run from 24 to 27 December is a four-day break, because 26 and 27 December are a weekend. A second run follows from 30 December to 3 January. Plan transfers for days outside those two runs if you can.
| Date | Occasion | Type | Source |
|---|---|---|---|
| Tuesday 8 December | Immaculate Conception | Special non-working day | Proclamation 1006 |
| Wednesday 16 December | First dawn Simbang Gabi Mass | Not a holiday | Church calendar |
| Thursday 24 December | Christmas Eve | Special non-working day | Proclamation 1006 |
| Friday 25 December | Christmas Day | Regular holiday | Proclamation 1006 |
| Wednesday 30 December | Rizal Day | Regular holiday | Proclamation 1006 |
| Thursday 31 December | Last day of the year | Special non-working day | Proclamation 1006 |
| Friday 1 January 2027 | New Year's Day | Regular holiday | Philippine holiday law |
| Sunday 17 January 2027 | Sinulog grand parade, Cebu | Third Sunday of January | Sinulog Foundation, via Cebu Daily News |

The Filipino Christmas starts early. Decorations and carols appear from September, the first of the "ber" months, and the season runs into January. For a visitor in December, that means the country is already fully dressed for Christmas when you land.
The parol is the star lantern you will see in windows, on gates and along streets. The largest versions come from the City of San Fernando in Pampanga, whose Giant Lantern Festival had no announced 2026 date when we last checked; our Giant Lantern Festival guide tracks that and the 2025 pattern.
Noche Buena is the family meal after Christmas Eve Mass, usually around midnight, often with ham and a ball of queso de bola on the table. It happens at home. Unless you have Filipino friends, the likely version for a visitor is a hotel dinner, so book one early and treat the evening of the 24th as a quiet one for independent eating.
In Metro Manila, Ayala's Festival of Lights at Ayala Triangle Gardens in Makati returned on-site in 2025, according to Malaya. We found no 2026 dates. In Cebu, a 2024 listing described lit trees at Plaza Independencia and Fuente Osmeña, but we could not confirm a 2026 programme.
Simbang Gabi is a novena of nine Masses, at dawn from 16 to 24 December or in the evening from 15 to 23 December. Parishes publish 2026 times in late November or early December. Our Simbang Gabi guide has the 2025 church-by-church times, etiquette and the bibingka stalls, so we will not repeat them here.
One planning point matters more than the Mass times. Dawn Masses begin in the dark, before ride-hailing and traffic are predictable, so pick a room within walking distance of the church you want rather than crossing the city at 3:30 in the morning.

Manila: the walled Intramuros district has Manila Cathedral and San Agustin Church close together, which makes it the simple choice for a first Simbang Gabi. Quiapo is far more crowded. Our Manila airport guide covers the arrival, which is the slowest part of a Christmas trip.
Cebu: the Basilica Minore del Santo Niño is the centre of Cebu's Christmas, and the Cebu Metropolitan Cathedral is a few minutes' walk away. Cebu links easily to Moalboal and Oslob; see our Cebu City to Oslob and Moalboal bus guide. Stay in Cebu into January and you reach Sinulog, covered below.
Pampanga, about two hours north of Manila by bus according to our lantern guide, works as a side trip from Manila in mid-December.
Government offices shut on all the dates in the table. Malls do not close for Christmas Day, but they run short days around it. For 2025, the published schedule for most SM malls was:
• 24 December: 9:00 to 19:00.
• 25 to 30 December: 10:00 to 22:00, with some large malls open to 23:00.
• 31 December: 9:00 to 19:00.
• 1 January: 12:00 to 22:00, with some branches closed.
That list came from The Summit Express, not from SM directly, and 2026 hours are not out yet. Other mall groups publish their own. Expect independent restaurants and shops to close early on the 24th or stay shut on the 25th and on 1 January, and carry cash for that stretch, since small stalls rarely take cards.
See what's open on Christmas Day abroad for how this compares with elsewhere in Asia.

PAGASA places December at the start of the broad dry season, which is why El Nido and Coron attract so many people over Christmas and New Year. We found no official occupancy figures for Palawan, so we cannot give you a number. Treat the national holiday travel window, 20 December to 4 January in 2025, as the period when rooms and seats are hardest to find.
Dry season does not mean calm sea. Our El Nido to Coron guide explains that the ferry crosses the exposed Linapacan Strait, and the northeast monsoon (amihan) runs from about November to March. Leave a spare day before an international flight home.
We were in El Nido from 15 to 21 November 2022 and Coron from 21 to 25 November 2022, not at Christmas. For planning, use our dry season guide, Coron vs El Nido and the Puerto Princesa to El Nido transfer guide.
No 2026 holiday transport plan was published when we wrote this. The 2025 pattern is the best guide:
• Ferries: the Philippine Coast Guard was on full alert from 20 December 2025 to 4 January 2026. By midday on 21 December, more than 125,000 passengers had passed through seaports nationwide, and queues built up at Batangas Port. Season totals conflict: reports gave about 5.2 million and about 5.9 million sea passengers.
• Airports: Mactan-Cebu ran its holiday operation over the same dates. For Manila, New NAIA Infra Corp. forecast more than 2.3 million passengers from 20 December to 3 January, while a DZRH report gave over 2.8 million from 20 December to 4 January. New NAIA Infra Corp. asked travellers to arrive three hours before international flights and two hours before domestic ones.
• Booking: take the first flight of the day where you can, and do not connect a ferry to an international flight on the same day.
Everyone arriving also needs the free eTravel registration; the visa rules are separate.
PAGASA said on 22 October 2026 that one or two tropical cyclones may enter or form in the Philippine Area of Responsibility in December, and the same in November. It described a strong to very strong El Niño, peaking before the end of 2026, and expects well below normal rainfall across most of the country until May 2027. Treat that as a seasonal outlook, not a forecast for your dates.
A lower rain outlook does not remove the risk. Typhoon Odette (international name Rai) struck on 16 December 2021, the first day of Simbang Gabi that year. The NDRRMC's count reached 407 deaths by 1 January 2022, with the worst effects in the southern Visayas, northern Mindanao and Palawan.
The practical rule is about ferries. The Coast Guard has barred sailings once a storm signal is raised, even in fine weather, and it can also stop small boats for rough seas with no signal at all, as it did for vessels of about 35 gross tons and below off northern Cebu in July 2026. Small boats, including island-hopping trips, are the first affected. Check PAGASA bulletins from a week before any sea crossing, and our safety page for general advice.
We do not have a Manila or Cebu where-to-stay page, so this is by area, and the choices are our judgement.
• Manila, for Simbang Gabi: Intramuros or the areas right beside it, so you can walk to a dawn Mass.
• Manila, for malls and lights: Makati, with Ayala Triangle Gardens nearby.
• Cebu, for churches: downtown Cebu City around the basilica.
• Cebu, for easier rooms: IT Park or Mactan, the same trade-off as in our Sinulog guide.
• Palawan: El Nido town for island-hopping trips. See where to stay in El Nido and 4 days in El Nido, or 4 days in Coron.
For a longer trip, our 2-week Palawan itinerary and 4-week route show how the islands connect.
If you can stay into January, Sinulog is the obvious next stop. The grand parade falls on Sunday 17 January 2027 in Cebu City, the third Sunday of January, which matches Cebu Daily News reporting on the Sinulog Foundation. One calendar site lists 18 January, but that is a Monday, so it is wrong. The full 2027 programme was not out at the time of writing.
Our Sinulog and Ati-Atihan 2027 guide covers the schedule, rooms and flights. PAGASA's cooler dry-season months, December to February, cover the whole gap; see best time to visit the Philippines.
Dawn Masses run from 16 to 24 December, with anticipated evening Masses from 15 to 23 December. Parishes publish their 2026 times in late November or early December.
Yes. Proclamation No. 1006 makes Thursday 24 December a special non-working day and Friday 25 December a regular holiday.
Most SM malls were listed at 10:00 to 22:00 on 25 December 2025, with short days on 24 and 31 December. Hours for 2026 are not out yet.
They can happen. PAGASA's October 2026 outlook expects one or two tropical cyclones in December, and Typhoon Odette struck on 16 December 2021.
The grand parade is on Sunday 17 January 2027 in Cebu City. The full 2027 programme was not out at the time of writing.
