Petrovac is a small pebble-beach resort town on the Budva Riviera, built around a 16th-century Venetian fortress, with two rocky islets just offshore and the famous islet-village of Sveti Stefan a short drive up the coast.
Petrovac's town beach is a roughly 600-meter arc of reddish pebbles backed by a promenade of cafes and pine trees, with the remains of a small 16th-century Venetian fortress — Kastel — anchoring one end. Two islets sit just offshore: Katič, a bare rock popular with divers, and Sveta Neđelja, topped by a small church that a shipwrecked Greek sailor is said to have built in gratitude after washing up here (the current chapel replaces one destroyed in the 1979 earthquake). The old town itself is modest — a few narrow lanes, a stone fountain, a scatter of cats — but it's an easy, low-key base for exploring the rest of the riviera without Budva's crowds or Kotor's cruise-ship traffic.
Sveti Stefan's fortified islet village connected to the mainland by its sandbar causeway
The real draw eight kilometers up the coast is Sveti Stefan, a fortified islet village first recorded in 1441, when the local Paštrovići clan used it to ambush a group of Ottoman soldiers. Its terracotta-roofed stone houses, connected to the mainland by a narrow sandbar causeway, were converted into an exclusive hotel in the 1960s under Tito's Yugoslavia and later hosted a run of European royalty and Hollywood names; today it's a private resort, but the view of the islet from the beach on either side of the causeway is free and is one of the most photographed sights in Montenegro. Time it for late afternoon, when the light turns the rooftops orange and the water goes flat and glassy.

Stay in Petrovac itself for a quieter, cheaper base than Budva, still within a 15-minute drive of Sveti Stefan.
Order fresh grilled fish or black risotto (crni rižot) at a konoba along the beach promenade, ideally with a view of the islets.
Walk or drive the coastal road toward Sveti Stefan rather than only viewing it from Petrovac — the closer beaches on either side of the causeway have the better angle.
