Several companies run the route, including Blue Line, Globtour, Božur, Royal Travel and Jadran Ekspres. Expect roughly three to four departures a day outside summer, sometimes more in high season, with fewer on weekends. Booking sites list journey times of about 2 hours to 2 hours 20 minutes without border delays.
Fares vary by operator and by where you buy: quotes in 2026 ranged from about €20 to €35 (≈ $22–39) one way at station prices, with some aggregator sites charging more once fees are added. Buses leave from Kotor bus station, a short walk south of the Old Town, and arrive at Dubrovnik's main bus station in Gruž, about 3 km from the Old Town's Pile Gate; local Libertas city buses run from there to Pile. Some services also stop at Dubrovnik Airport. Timetables change by season, so check at Kotor bus station or the operators' own sites a day or two ahead.
The main road crossing is Debeli Brijeg on the Montenegrin side and Karasovići on the Croatian side, south of Dubrovnik. Croatia is in the Schengen Area and Montenegro is not, so this is a full external Schengen border with passport checks on both sides. On a bus, officers either collect passports or ask everyone off to pass through the booth.
The EU's Entry/Exit System (EES) has been phased in at Croatia's external borders since October 2025. Non-EU travelers registering for the first time give fingerprints and a facial photo, which can slow land crossings. Croatia's Interior Ministry said in 2026 that only temporary facilitations are allowed when traffic is very heavy, not a suspension.
Off-season, crossing usually takes minutes. In July and August, midday and afternoon queues of 2 to 3 hours are commonly reported, and cruise and day-tour traffic adds to them. Early-morning departures are the best way to avoid the worst of it.
A private transfer from Kotor to Dubrovnik costs roughly €140 to €180 (≈ $156–201) per car for up to three or four passengers, based on 2026 operator and aggregator quotes; transfers to Dubrovnik Airport are a little cheaper because it is closer. The drive is about 90 km and takes around 2 hours without queues.
A transfer does not skip the border line, but it does pick you up at your door, drop you at your hotel and leave when you choose. Split between three or four people, it is a reasonable upgrade over the bus, especially with luggage.
You can drive across, but only if your rental company allows it in writing. Declare the trip when you book: agencies typically charge a cross-border fee and supply the Green Card insurance document, and border officers can ask for it along with the registration papers and your passport. One-way rentals that are dropped off in another country usually carry a large extra fee.

It is possible, either by morning bus or on one of the many organized day tours sold in Kotor and Budva, but the border makes it a gamble in summer. Two crossings on top of about 4 to 5 hours of driving can leave only a few hours in Dubrovnik's Old Town on a bad day. Outside July and August the timing is far more predictable.
