Head-touching is a broader Thai cultural taboo, not temple-specific, so avoid it even with children. Monks are not permitted to touch women or accept anything directly from a woman's hand under monastic rule — if you need to hand something to a monk, place it down for them or have a man do it instead. Photography is generally fine on temple grounds, but is prohibited inside the ordination hall at Wat Phra Kaew, including of the Emerald Buddha itself.
