Zipping through emerald rice terraces in Ubud or cruising coastal cliffs in Uluwatu aboard a scooter is the quintessential Bali travel experience. However, Indonesian authorities have significantly tightened traffic enforcement, deporting reckless riders and establishing frequent roadside police checkpoints. Knowing the legal requirements and defensive driving rules keeps you safe, legal, and out of trouble.
To legally ride any two-wheeled scooter or motorbike in Bali, foreign tourists must carry two physical documents on their person at all times:
1. Your domestic home-country driver's license.
2. A valid International Driving Permit (IDP) issued under the 1949 Geneva Convention on Road Traffic.
The Critical Motorcycle Endorsement: Most tourists carry an IDP stamped only for Category B (passenger cars). In Indonesia, all commercial rental scooters (such as 125cc Honda Scoopy or 155cc Yamaha NMAX) are classified as full motorcycles. If Category A (motorcycle) is blank on your IDP, you are driving unlicensed under Indonesian Law No. 22/2009, resulting in police fines and invalidating all emergency medical insurance claims.
Roadside checkpoints (Operasi Patuh) are common around the Canggu shortcut, Sunset Road in Kuta, and major junctions in Sanur and Ubud. Uniformed traffic officers flag riders over to inspect licenses and helmets.
• Stay Calm and Polite: Turn off your engine, remove your helmet and sunglasses, and greet the officer with a respectful "Selamat pagi/siang" (Good morning/afternoon).
• Hand Over Documents: Present your passport photocopy, domestic license, and IDP.
• Handling Official Fines: Under Indonesian law, driving without a valid license or helmet incurs an official ticket (surat tilang) with fines paid at the regional court or via local bank transfer (typically 250,000 to 500,000 IDR (≈ $13.8–28)). Never argue aggressively.
Scooter rentals in Bali cost between 70,000 and 150,000 IDR (≈ $8.3) per day ($4.50 to $10 USD) depending on model and engine size. Before signing or handing over payment:
• Take a 360-Degree Video: Record every preexisting scratch, dent, cracked mirror, and scrape in front of the rental owner.
• Test the Brakes and Lights: Test both hand brake levers, headlights, turn signals, and horn.
• Inspect Tire Tread: Bali's sudden tropical downpours turn asphalt and cobblestone into slick grease; bald tires are an immediate hazard.
• Never Leave Your Physical Passport as Collateral: Reputable rental agencies will accept a passport photocopy and cash deposit. Handing over your original passport leaves you vulnerable to extortion if the bike suffers a mechanical breakdown.
Traffic in Bali moves on the left side of the road. In local traffic flow, right-of-way belongs to whatever is larger or already in front of you. Tap your horn lightly twice before passing around blind mountain curves to alert oncoming oncoming drivers.

Rental shops will freely rent you a scooter with just a car license or passport copy, but doing so is illegal under Indonesian law and leaves you uninsured if an accident occurs.
Standard travel insurance only covers motorbike injuries if you hold a valid motorcycle license in your home country, carry an IDP with a motorcycle stamp, and were wearing a helmet at the time of the crash.
